Understanding European EN 71 and G-Mark Requirements for your toys Exports.
Children’s toys are among the most highly regulated consumer products worldwide and for good reason. They are designed for the most vulnerable users, and any failure in quality, chemical composition, or construction can pose serious risks.
For manufacturers and exporters, especially those supplying products from Europe to the Gulf region, understanding both EN 71 and G-Mark requirements is essential. As crossborder trade continues to expand, so does the need for harmonized safety and conformity processes that allow toys to move seamlessly and safely from one market to another.
This article provides a clear introduction to how the European EN 71 standards interact with GCC G-Mark certification, and how exporters can rely on Cotecna and our Wimpey laboratories for full compliance under global and Gulf regulations.
EN 71: The Foundation of Toy Safety in Europe
EN 71 is the European Union’s core toy safety standard. It applies to all toys sold in the EU, whether manufactured locally or imported from abroad. Under EN 71, a toy is defined as any product intended for play by children under 14 years old.
The standard includes several parts, covering:
- Mechanical and Physical Properties (EN 711)
Ensures toys have adequate strength, stability, and durability appropriate for their age group.
- Flammability (EN 712)
Limits ignition risks and controls the burning speed of toy materials.
- Migration of Elements (EN 713)
Tests simulate conditions such as exposure to stomach acids to assess the release of harmful elements like lead, cadmium, arsenic, and others.
- Finger Paints (EN 717)
Covers risks from prolonged skin contact and accidental ingestion.
- Organic Chemical Compounds (EN 719, 10, 11)
Controls harmful organic substances that may be present in toy materials.
- N-Nitrosamines (EN 7112)
Addresses chemicals associated with rubber and elastomer toys.
- Domestic Trampolines (EN 7114)
Specifies safety requirements for home use trampolines. Use trampolines.
NB: EN 71 does not cover some items that resemble toys, such as collector models, fashion accessories, or festive decorations.
With over 20 years of experience, Wimpey Laboratories is fully accredited to test toys against EN 71 parts and the European Toy Safety Directive. Their state-of-the-art facilities ensure products meet strict mechanical, physical, flammability, and chemical requirements before entering the European market.
Introducing the GCC G-Mark: Mandatory for Toys Entering the Gulf Region
While EN 71 ensures compliance within the European Union, toys exported to the Gulf Cooperation Council (GCC) including Saudi Arabia, UAE, Bahrain, Qatar, Oman, and Kuwait must meet an additional requirement:
The Gulf Conformity Mark (G-Mark)
The G-Mark is mandatory under the GCC Technical Regulation for Toy Safety (BD-131704-01).
It confirms that the toy complies with Gulf-specific requirements covering:
- Chemical safety
- Mechanical and physical properties
- Labelling rules
- Age-appropriate warnings
- Arabic language instructions
- Documentation and technical file submission
While EN 71 testing forms a strong technical foundation, G-Mark adds additional regional requirements that must be met before a toy can enter GCC markets.
As global trade grows, toy safety standards must cross borders just as efficiently as products do.
European EN 71 standards protect children within the EU, while the Gulf’s G-Mark system ensures safety across GCC markets.
Together, Wimpey Laboratories and Cotecna Middle East provide a complete pathway for manufacturers:
