Important Update for Detergent Manufacturers: SASO Temporarily Adjusts Surfactant Requirements

SASO temporarily adjusts surfactant requirements for detergents in Saudi Arabia. Learn what has changed, compliance obligations, and how manufacturers can prepare.

In response to ongoing global supply chain disruptions affecting the availability of key raw materials, the Saudi Standards, Metrology and Quality Organization (SASO) has introduced a temporary amendment impacting several detergent standards.

This decision provides short-term flexibility for manufacturers exporting to Saudi Arabia, particularly those facing challenges in sourcing surfactant components. However, while certain formulation requirements have been relaxed, compliance obligations remain very much in place and require careful attention.

What Has Changed?

SASO has temporarily suspended specific requirements related to surfactant content across several key detergent standards.

1. Clause number 4.11 - SASO GSO 151 – Detergents & Laundry Powders

  • Previously required a minimum total content of active substances not less than 6% (anionic, non-ionic, cationic, amphoteric).
This minimum percentage requirement is now temporarily suspended.

2. Clause number 4.6 - SASO GSO 2238 – Hand Dishwashing Detergents

  • Previously required a minimum surfactant content of ≥ 9%.
This requirement is now temporarily suspended.

3. Annex 1 - SASO GSO 2059 – Industrial Liquid Detergents for Fabrics

  • Previously required a minimum total active substance content of ≥ 6%.
This requirement has been partially suspended.

Duration of the Suspension

  • The amendment is temporary
  • Applies for a period of up to 6 months
  • Effective from 14 June 2026

What Remains Mandatory?

While content thresholds have been relaxed, performance requirements remain fully enforced:

  • Products must still meet functional performance tests
  • Authorities expect detergents to maintain their efficiency and intended use
  • Compliance bodies must continue verifying product effectiveness

Navigating the Transition

To manage this transition effectively, manufacturers should review their current formulations, assess the impact of any changes, and ensure that performance testing remains robust and well documented. Close coordination with certification bodies is also essential, particularly in the context of SABER process.

Equally important is forward planning. As this measure is temporary, companies should anticipate a return to standard requirements and be prepared to readjust their formulations accordingly.
