Exporters to Saudi Arabia must ensure their products meet the latest regulatory requirements to avoid clearance delays.
As per the official notification issued on July 24, 2025, a new set of Harmonized System (HS) Codes is scheduled to be regulated under the SABER electronic platform within 30 days. Exporters should ensure compliance with the applicable technical regulations before this date.
This update was issued by the Saudi Standards, Metrology and Quality Organization (SASO), and impacted products must now comply with the relevant Technical Regulations to enter the Saudi market.
What Does This Mean for Exporters?
All affected products must be registered in the SABER system, and shipments must now be accompanied by valid certifications. Goods without valid certification may face Customs clearance delays or rejection.

This update impacts a wide range of categories, including but not limited to:
Personal Protective Equipment (PPE)
- Veterinary gloves
- Protective spectacle lenses
Detergents & Household Products
- Rosin and tall oil soaps
- Perfumed paper products
- Impregnated wadding and felt
Paper & Cardboard
- Sanitary paper
- Facial tissue stock
Communication & IT Devices
- Double sound measuring devices
- Sufumeter noise meters
Machinery
- Concrete pumps
Building Materials
A large number of raw and processed stones (i.e. granite, marble, slate, basalt, etc.) are now regulated, including irregularly trimmed forms, slabs, and blocks.
