A new SASO circular sets the timeline for mandatory Environmental Performance Efficiency Labeling for paint products.
The Saudi Standards, Metrology and Quality Organization (SASO) has issued an official circular announcing a new requirement affecting all paint products listed under Annex (1) of the Technical Regulation for Paints (Dyes) and Varnishes. According to the circular, these products will be required to obtain the Environmental Performance Efficiency Label starting 1 October 2026.
Currently, obtaining the label remains optional, giving manufacturers and suppliers time to prepare for the transition. However, the requirement becomes fully mandatory on 01/10/2026, at which point no Certification Body (CB) will be allowed to accept SABER requests or issue Product Certificates of Conformity (PCOCs) for any paint products within this category unless the Environmental Performance Efficiency Label has been obtained.
This regulatory update has significant implications for exporters, manufacturers, and distributors supplying paint products to the Saudi market. Early preparation is strongly recommended to avoid delays, supply chain disruptions, or non‑compliance once the requirement is enforced.
What Exporters Should Know
- The Environmental Performance Efficiency Label is optional for now, but it will be mandatory by 1 October 2026.
- From that date, Cotecna will not process SABER requests or issue PCOCs without the required label.
- All products listed under Annex (1) of the Technical Regulation for Paints (Dyes) and Varnishes are affected.
Accordingly, importers are strongly encouraged to comply with these new requirements to avoid any disruptions to their import operations.
