SASO Documentation Requirements for Exporters to Saudi Arabia

A complete guide to preparing certificates, technical files, and SABER registrations for smooth market access

Exporting to Saudi Arabia under the SASO (Saudi Standards, Metrology and Quality Organization) program involves more than just shipping logistics it requires full alignment with the country’s technical regulations. Whether you're sending electronics, building materials, or consumer goods, understanding the documentation requirements is essential to avoid delays, rejections, or penalties.

This article outlines the key documents you’ll need to prepare, the role of the SABER platform, and how to streamline your compliance process.

What Is the SASO Program?

SASO ensures that imported products meet Saudi Arabia’s safety, quality, and environmental standards. The program operates through the SABER platform, an online portal where exporters register products, submit documentation, and obtain certification.

Before any shipment can enter the Saudi market, two certificates are required:

  • Product Certificate of Conformity (PCOC) – confirms the product meets SASO technical regulations.
  • Shipment Certificate of Conformity (SCOC) – verifies that the shipment complies with import requirements.

Required Documentation for SASO Certification

To obtain these certificates, exporters must submit a comprehensive set of documents. These include:

  • Supplier and manufacturer details
  • Manufacturer’s official license
  • Declaration of Conformity (Appendix 4)
  • Statement confirming no duplicate applications
  • Technical file (product specs, drawings, usage info)
  • Type approval certificate
  • Product safety management system documents
  • Risk assessment report
  • Country of origin information
  • Saudi Quality Mark (if applicable)
  • Factory audit documents:
    • Audit plan and summary
    • Attendance sheet
    • ISO 9001 or QMS certificate (if available)
    • Facility photos
  • Environmental compliance documents:
    • Valid permits
    • Environmental policy and control procedures
  • Valid sampling and testing reports

SABER Platform: Image Uploads and Product Registration

Since March 2020, uploading product images has become mandatory on the SABER platform. These images must clearly show the product label, barcode or QR code, and the product’s identity and shape. If your product has multiple variants, each must be documented. Trademark and energy efficiency labels are also required when applicable.

Factory Audits and Environmental Compliance

SASO has replaced physical inspections with factory audits. These audits assess the manufacturer’s quality systems and production processes. Exporters must submit audit plans, attendance sheets, and if available ISO 9001 certificates. A summary of the audit findings and photographic documentation of the facility are also required.

Additionally, factories must demonstrate environmental compliance. This includes maintaining valid permits and documenting procedures for managing environmental risks.
