New Saudi Compliance Requirements Introduced for Selected Non-Cellular Sealants
The Saudi Standards, Metrology and Quality Organization (SASO) has issued Circular NOT-004-2026, introducing new compliance requirements for selected sealant products imported into Saudi Arabia through the SABER platform.
Effective immediately, importers seeking a Shipment Certificate for the newly listed products must first obtain a Product Declaration approved by the Ministry of Industry and Mineral Resources (MIM). The approved declaration must be included in the technical file submitted during the certification process.
Products Newly Added to the Requirement
The following products have been added to the list of regulated products requiring an approved Product Declaration:
HS Code | Product Description |
|---|---|
39219010 | Non-cellular plastics reinforced, laminated, supported or similarly combined with textile materials, carbon fibres or glass fibres |
39219090 | Other non-cellular plastic products |
Key Changes Importers Should Be Aware Of
According to SASO's latest circular:
Shipment Certificates will not be approved through SABER for the above products unless a Product Declaration has first been obtained and approved by the Ministry of Industry and Mineral Resources.
The approved Product Declaration must be included as part of the technical documentation submitted for certification.
SASO will continue conducting random checks on issued Shipment Certificates to verify compliance.
Where an HS code is listed as an 8-digit code, the requirement applies to all classifications falling under that HS code.
Some previously regulated products have had their classification updated from 11-digit HS codes to 8-digit HS codes, expanding the scope of products covered.
An approved Product Declaration is valid for 60 days from the date of issuance by the Ministry. Once expired, a new declaration must be obtained before certification can proceed.
Impact on Exporters and Importers
Companies exporting or importing sealants and related plastic products into Saudi Arabia should review their product classifications immediately to determine whether they fall within the newly regulated categories.
Failure to submit a valid Ministry-approved Product Declaration may result in delays in obtaining Shipment Certificates and potential non-compliance with Saudi import requirements.
Businesses are therefore encouraged to ensure all required documentation is prepared in advance before initiating the SABER certification process.
