SASO HS Code Revision Alert: Ensure Smooth Customs Clearance

New HS codes are being enforced, all Importers and exporters are urged to align with updated classifications to avoid delays

The Saudi Standards, Metrology and Quality Organization (SASO) has announced an update to Saudi’s customs tariff system, introducing four new Harmonized System (HS) codes that officially came into force on SABER platform. These changes coincide with the updates of the Zakat, Tax and customs authority (ZATCA). Stakeholders should review updated codes on SABER to ensure compliance and avoid delays in imports.

This adjustment is part of a broader revision to the tariff schedule, which includes the addition of hundreds of new codes and sub-classifications. The changes aim to improve product categorization, strengthen regulatory oversight, and streamline customs procedures.

Key implications:

  • Four new HS codes are added to the tariff system.
  • Extensive revisions: more than 400 codes and 100+ sub-categories introduced.
  • Sectors impacted: textiles, construction materials, electrical goods, and automotive products.
  • Certificates of Conformity: Current Product Certificates of Conformity (PCOC) and Shipment Certificates of Conformity (SCOC) remain valid until expiry. Updated codes will be applied during customs clearance.

Importers and exporters operating in Saudi Arabia are advised to review their product classifications to ensure compliance with the revised tariff structure. Proper alignment with the new HS codes will be essential to avoid delays or complications during customs clearance.

Industry observers note that these updates reflect SASO’s ongoing efforts to harmonize Saudi trade regulations with international standards, while supporting the Zakat, Tax and Customs Authority (ZATCA) in enhancing efficiency and transparency.

What are the actions required from importers and exporters?

  • Audit product classifications against the updated HS codes.
  • Update customs documentation before shipping goods.
  • Stay informed about technical regulations covering textiles, building materials, electrical equipment, and vehicles.
