Saudi Arabia Expands List of Products Requiring MIM Approval

New products added to the list requiring a valid MIM-approved Product Declaration before shipment certification

The Saudi Standards, Metrology and Quality Organization (SASO) has expanded the list of products that require a valid MIM-approved Product Declaration before a Shipment Certificate (SCOC) can be approved through the SABER platform.

Under the updated requirements, additional product categories have been added to the scope of products requiring approval from the Ministry of Industry and Mineral Resources (MIM). The newly added products primarily cover a wide range of iron, steel, stainless steel, and ferro-alloy products identified by specific HS codes.

For more details on HS codes & product category that required MIM approval, contact our team.

SASO has confirmed that Conformity Assessment Bodies must verify the availability of a valid MIM-approved Product Declaration before approving Shipment Certificates for the affected products. Certificates may not be issued unless the approved declaration is included within the technical file.

Key Requirements

  • A valid MIM-approved Product Declaration must be provided for products covered by the updated list.
  • Product Declarations are valid for 60 days from the date of issuance.
  • Expired declarations will not be accepted, and a new application must be submitted to obtain approval.
  • Shipment Certificates (SCOCs) cannot be issued without a valid MIM-approved declaration for the applicable products.
  • SASO will continue conducting random checks to verify compliance with these requirements.

The requirements apply from 13 July 2026, and importers, manufacturers, and exporters of affected products should review the updated product list and ensure the required approvals are obtained before initiating certification procedures.
