SFDA Introduces New Asbestos Verification Requirements for Cosmetic Products

Additional verification measures apply to selected cosmetic products before certification for the Saudi market.

The Saudi Food and Drug Authority (SFDA) has introduced new verification requirements to ensure cosmetic products are free from asbestos before a Certificate of Conformity (CoC) is issued for shipments destined for Saudi Arabia.

Under the Technical Regulation for Personal Care and Cosmetic Products (SFDA.CO/GSO 1943), asbestos is classified as a prohibited substance and may not be intentionally used in cosmetic products. The SFDA has also highlighted the potential for asbestos contamination in certain naturally occurring mineral raw materials used in cosmetic manufacturing.

To support compliance, Conformity Assessment Bodies (CABs) are required to apply a risk-based verification approach before issuing a COC. This may include:

  • Reviewing relevant technical documentation.
  • Verifying the source of raw materials.
  • Conducting laboratory testing where asbestos contamination is suspected.

The circular specifically highlights cosmetic products containing naturally occurring minerals, such as talc, as requiring particular attention due to the potential risk of contamination.

Examples of product categories highlighted by the SFDA include:

  • Face powders, including loose, compact, setting, and finishing powders.
  • Body powders and baby powders.
  • Powder-based makeup products, such as powder foundations, blushes, bronzers, highlighters, and contour powders.
  • Powder eyeshadows and eyeshadow palettes.
  • Dry shampoos, deodorizing powders, foot powders, and other inhalable powder products.

The requirements are effective from the date of issuance and remain applicable until further notice or the publication of updated technical documentation.

What This Means for Exporters and Manufacturers

Manufacturers and exporters of cosmetic products destined for Saudi Arabia should review their product documentation, raw material sourcing information, and quality control processes, particularly for products containing talc or other naturally occurring mineral ingredients. Early preparation can help facilitate conformity assessment and certification procedures.
