Understanding the documents that keep your exports moving and your certification process on track
A shipment may be manufactured, packed, and ready to leave port, but one missing document can still prevent certification from being issued.
With Verification of Conformity (VOC) programmes, documentation plays a critical role in demonstrating compliance with destination country requirements. While the exact documents vary depending on the product and importing country, incomplete files remain a common cause of delays.
Common Documents Requested During Conformity Assessment
Depending on the programme, exporters may be required to provide:
Commercial Invoice
Packing List
Test Reports
Product Datasheets or Technical Specifications
Certificates of Origin
Quality Certificates
Free Sale Certificates
Product Registration Documents
Other supporting compliance documentation
Missing or incomplete documents can delay document review, testing, inspection activities, or certificate issuance.
How Requirements Differ from One Programme to Another
There is no universal documentation checklist, for example:
For Kenya PVoC programme
Under Kenya's PVoC programme, exporters may be required to submit documents such as invoices, packing lists, test reports, technical documentation, and, for certain products, a Free Sale Certificate (FSC).
The FSC requirement can apply to specific categories including food, cosmetics, toys, electrical products, and fertilizers where no applicable Kenyan, international, or national standard exists.
For Saudi Arabia SASO Programme
For products regulated under Saudi Arabia's SABER platform, certification requests may require ISO 17025 test reports, product photographs, supplier declarations, technical documentation, certificates of origin, and other supporting evidence depending on the applicable technical regulation.
For Nigeria SONCAP Programme
The Nigeria SONCAP programme relies on conformity evidence and shipment documentation before SONCAP certification can be completed.
For Egypt GOEIC Programme
For Egypt's GOEIC programme, products are generally subject to mandatory testing and physical inspection before a Certificate of Conformity can be issued. Certain product categories may also require specific supporting documents, quality documentation, or evidence of compliance with applicable Egyptian standards.
In general, documentation requirements vary by product, destination country, and conformity assessment programme.
A missing packing list, expired test report, unavailable technical datasheet, or absent Free Sale Certificate may seem like a minor issue, but it can delay certification activities and impact shipment timelines.
The best approach is to review destination-specific requirements early and ensure all required documents are available before goods are ready for shipment.
