Is the SQM Accepted for All Import Shipments to Saudi Arabia?
The simple answer is no, the Saudi Quality Mark (SQM) is not required or accepted for all import shipments entering Saudi Arabia.
According to SASO, the SQM is mandatory only for specific regulated product categories, such as cement, ready-mix concrete, ceramic tiles, steel bars, gas appliances, electrical switches, plugs, extension cords, aluminium composite panels, and plastic degradation aids. These products must have the SQM to enter the market.
For all other products, SQM is optional. Even if a company obtains the SQM voluntarily, it does not replace the mandatory conformity steps under the SABER Program, which require:
- Product Certificate of Conformity (PCoC) before export
- Shipment Certificate of Conformity (SCoC) for every shipment Both issued via the SABER platform, which applies to nearly all imported goods.
In short:
- SQM is only required for specific high-risk, SASO listed product categories.
- Most imports do not require SQM.
- All imports still require PCoC and SCoC under SABER, regardless of SQM status.
This means SQM is not a universal approval mark for Saudi shipments only a requirement for certain regulated goods and a voluntary quality advantage for others.
